More Joined-Up: This is the most transformative shift. We must create physical corridors and "stepping stones" to reconnect fragmented habitats. This connectivity is the linchpin for climate change resilience, providing the "highways" species need to move and adapt as temperatures rise.
While the first three pillars focus on the quality and quantity of individual sites, "More Joined-Up" moves us toward a landscape-scale philosophy where the spaces between the reserves are just as important as the reserves themselves.
The Lawton Report delivered a sobering conclusion that effectively ended the era of "conservation as usual." It stated:
"England's wildlife sites did not form a coherent or resilient ecological network capable of responding to climate change and habitat fragmentation."
This finding catalyzed a transition away from managing isolated nature reserves and toward the creation of a national Nature Recovery Network (NRN) . We have moved from small-scale "parks" to expansive Landscape Recovery areas (formerly known as Nature Improvement Areas ). The goal is no longer just to "preserve" what remains in tiny pockets, but to restore the ecological function of entire landscapes. By viewing the environment as a coherent network, we can plan for a resilient future where nature has the space to respond to environmental shocks.
This vision is not just a set of ideals; it is backed by specific statutory targets in the UK’s Environmental Improvement Plan and the Environment Act 2021. The most prominent is the global "30by30" commitment—a pledge to protect and effectively manage 30% of land and sea for nature by 2030.
However, the Lawton influence is most visible in the legally binding commitment to restore 75% of protected sites to favourable condition by 2042 . This ensures that the "Better" pillar is a measurable requirement rather than a vague aspiration. Furthermore, the government has set a target to create or restore over 500,000 hectares of wildlife-rich habitat specifically outside of currently protected areas. This represents a seismic shift: conservation is now an active process of rebuilding nature across the broader countryside, not just guarding the edges of what we already have.
Perhaps the most impactful—and counter-intuitive—tool in this framework is Biodiversity Net Gain (BNG) . Historically, land development was seen as nature’s greatest threat. BNG flips this dynamic by effectively commodifying biodiversity and turning the act of development into a mandatory funding stream for restoration.
Under this policy, developers are legally required to deliver a 10% measurable uplift in biodiversity. If a project impacts a habitat, the developer must not only replace what was lost but improve upon it. This turns construction into a potential engine for ecological growth. By mandating that the natural world must be "better off" after a development than before, BNG ensures that as our human footprint expands, the biological foundations of our landscape grow with it.
To ensure the "More Joined-Up" principle is implemented on the ground, the government has introduced two powerful policy levers: Local Nature Recovery Strategies (LNRS) and Environmental Land Management (ELM) schemes.
The LNRS are mandatory spatial planning frameworks led by local authorities. These maps identify specific zones for habitat creation, ensuring that new woodlands or wetlands are not placed at random but are strategically located to link existing habitats. This is where the Lawton principles meet the reality of local geography.
Crucially, the "how" of this restoration is funded by a shift in agricultural policy. Through ELM schemes (including Landscape Recovery and Countryside Stewardship ), the UK is moving away from traditional subsidies toward a model of "public money for public goods." Farmers and landowners are now paid to deliver ecological outcomes—such as carbon storage, flood mitigation, and habitat connectivity—making them the frontline architects of the Nature Recovery Network .
The "Lawton Revolution" has moved conservation out of the narrow confines of nature reserves and into the heart of land-use planning. By integrating ecosystem services—like peatland re-wetting for carbon storage and natural flood management—into our landscape, we create a multi-benefit environment that serves both wildlife and human society.
